Yamada Mumon - Fan with painting of flowers and a verse
The text is the last two lines from the verse to the 7th Ox-herding picture written by Kakuan Zenji (廓庵師遠,1065-1135).
Victor Sogen Hori’s translation, from Lectures on The Ten Oxherding Pictures by Yamada Mumon (University of Hawaii Press, 2004), is:
Astride your ox, you've reached the hills of home.
With ox put away, you too are at ease.
The sun's risen three poles high, yet still you're dreaming.
Your whip and line hang idle under the thatched eaves.
騎牛已得到家山
牛也空兮人也閑
紅日三竿猶作夢
鞭縄空頓艸堂間
